The clock is slow because he’s anxious to go home for the day. “I don’t feel tardy” could be just another random fun thing that kids might say. Or maybe he’s still complaining when the teacher called him tardy earlier that day when he came to class. He does follow it with “Class dismissed!” which suggests the day was almost over…not just beginning.
